Under the New Generation Navy the three key enablers for the future of the Royal Australian Navy are the 2009 White Paper and capability development; the financial implications of the Strategic Reform Program; and personnel management.   RADM Thomas will  present on why and how significant attention needs to be paid to each for a coherent and sustainable transition plan.

Rear Admiral Thomas was appointed Deputy Chief of Navy in June 2008. Since promotion to the rank of Commodore in 2002, his senior appointments have included Commodore Flotillas, Maritime Commander and Commander Australian Fleet, and Commander of the Australian Defence College. Admiral Thomas is a graduate of the US Naval Command College and has completed a Masters of Science (Management) at Salve Regina University, Newport RI. He was made a Member of the Order of Australia (AM) in 2002 and promoted to Officer of the Order of Australia (AO) in 2009.
